Requires applicants to provide building officials with written documentation of the individuals or entities that supplied and installed concrete foundations prior to certificate of occupancy issuance for new residential or commercial buildings with concrete foundations installed on or after October 1, 2019.

Mandates documentation of all insurance companies that issued general liability or commercial liability policies to concrete suppliers, concrete installers, and quarries that produced or supplied aggregates used in the concrete.

Requires applicants to provide policy numbers for all insurance policies identified under the documentation requirements.

Obligates building officials to maintain copies of all submitted documentation in their records for not less than fifty years.

Takes effect on July 1, 2019, and amends Connecticut General Statutes Section 29-265c.
