Requires the Commissioner of Social Services to amend Title 17b of the general statutes to stagger supplemental nutrition assistance benefit transfers to electronic benefit cards more than once per month.

Aims to prevent early depletion of benefits by beneficiaries who exhaust them shortly after issuance.

Seeks to reduce higher retail food prices caused by increased demand when beneficiaries spend all benefits simultaneously.
