Establishes a task force to study the timing of state budget adoption and its effects on municipal budget preparations.

Task force membership consists of 10 members: two each appointed by the House Speaker and Senate President pro tempore; one each from House and Senate majority leaders; one each from House and Senate minority leaders; the Secretary of the Office of Policy and Management or designee; and two persons appointed by the Governor.

All appointments must be made within 30 days of the effective date, with the first task force meeting scheduled within 60 days.

Administrative staff of the joint standing committee on planning and development shall provide administrative support to the task force.

Task force must submit findings and recommendations to the planning and development committee by January 1, 2020, and terminates on that date or upon submission of the report, whichever is later.
