Department of Emergency Services and Public Protection shall develop security and safety plan standards for nongovernmental buildings and structures, including places of worship open to the public, by January 1, 2020.

Standards shall include requirements for local official involvement, incident command systems based on the federal National Incident Management System, security committees, crisis management procedures, and emergency management procedures.

Buildings must conduct biennial security and vulnerability assessments with plan amendments based on results, and local law enforcement must evaluate and provide feedback on fire drills and crisis response drills.

All employees must receive orientation on the security and safety plan and violence prevention training as prescribed.

Department shall submit standards and legislative recommendations to the joint standing committee on public safety and security annually, and provide technical assistance to building owners and local officials upon request.
