Repeals and replaces Section 29-1b of Connecticut general statutes to reorganize the Connecticut Intelligence Center within the Department of Emergency Services and Public Protection.

Transfers the Connecticut Intelligence Center from the Division of State Police to the Division of Emergency Management and Homeland Security no later than July 1, 2019.

Designates the Connecticut Intelligence Center as the state's fusion center for the United States Department of Homeland Security's National Network of Fusion Centers.

Requires the deputy commissioner of the Division of Emergency Management and Homeland Security to have at least five years of managerial or strategic planning experience in public safety, security, emergency services, and emergency response.

Bars individuals with criminal, unlawful, or unethical conduct records and those with political activities or financial interests that could create conflicts of interest or compromise security clearances from holding the deputy commissioner position.
