Amends section 13b-119 of Connecticut general statutes to require the Commissioner of Transportation to create and maintain a registry containing names and contact information of authorized transportation network company drivers

Makes the driver registry available to law enforcement agencies for use in emergencies

Prohibits transportation network company drivers from providing prearranged rides unless the rider presents valid identification proving they have an account or are an authorized user with the transportation network company

Aims to protect ridership by establishing driver accountability measures and requiring rider verification before vehicle entry
