Amends title 14 of the Connecticut General Statutes to permit electric vehicle manufacturers without existing dealer relationships in the state to independently decide where and how to sell and service electric vehicles.

Allows electric vehicle manufacturers to bypass traditional new and used car dealer networks for sales and service operations.
