Reduces payment timeline for small contractors from thirty to twenty-five days from the due date of payment on state-awarded contracts under sections 4a-60g to 4a-60i.

Requires construction contract owners to pay contractors, subcontractors, and suppliers within thirty days after receiving a written payment request for labor performed or materials furnished.

Mandates contractors pay subcontractors and suppliers within twenty-five days after receiving payment from the owner that encompasses the work or materials provided by those subcontractors or suppliers.

Requires contractors to include payment provisions in all subcontracts mandating subcontractors and suppliers pay their own subcontractors and suppliers within twenty-five days after receiving payment that encompasses the relevant work or materials.
