Amends section 2-90(c) to authorize state auditors to examine relevant information held by private contractors that have contracts with state departments, commissions, boards, or courts.

Expands auditor authority to include examination of contractor-held data to determine effectiveness in achieving expressed legislative purposes.

Requires all state contracts entered into, renewed, or amended on or after October 1, 2019, to contain a provision authorizing the state agency to access any of its data in the contractor's possession or control.

Applies to contracts with state agencies as defined in section 4e-1 of the general statutes, with definitions of "contract," "state agency," "data," and "contractor" incorporated by reference.

Takes effect October 1, 2019.
