Authorizes American Rock Salt Company, LLC to present claims against the state to the Claims Commissioner despite failing to file proper notice within statutory time limits under section 4-148 of Connecticut general statutes.

Tolls the time limitations for filing claims in cases where the claimant engaged in good-faith contract negotiations with the state, the state terminated the contract, provided final accounting on June 19, 2014, and the claimant filed notice within one year of that date.

Addresses state unjust enrichment by the claimant's delivery of more than 17,000 tons of rock salt for which the state did not pay.

Bars the state from using non-compliance with notice requirements, improper notice claims, or prior consideration of the claim as defenses against American Rock Salt Company's claims.

Requires claims authorized by this act to be presented to the Claims Commissioner no later than one year after the effective date of this section.
