• Reorganizes Connecticut's zoning regulations to require municipalities to affirmatively further the purposes of the federal Fair Housing Act and provide housing opportunities including multifamily dwellings consistent with soil types, terrain, and infrastructure capacity.

• Requires municipalities to promote housing choice and economic diversity, including low and moderate income housing, and meet housing needs identified in the state's consolidated plan for housing and community development.

• Mandates each municipality adopt or amend an affordable housing plan by January 1, 2021, and at least once every five years thereafter, specifying how it intends to increase affordable housing developments.

• Establishes a working group convened by the Commissioner of Housing to study compliance requirements and reporting procedures, with recommendations due by January 1, 2020; municipalities failing to demonstrate compliance with housing requirements become ineligible for discretionary state funding.

• Effective July 1, 2019, and permits municipalities to opt out of temporary health care structure provisions through a public hearing and affirmative vote by the zoning commission or legislative body.
