Requires the Commissioner of Transportation to develop an expedited grant and approval process for state grants-in-aid for transportation-related development projects, including those funded through the local transportation capital program and transit-oriented development projects.

Authorizes the use of letters of delegation to empower metropolitan planning organizations to assume responsibility for executing projects below a certain funding threshold to be determined by the commissioner.
