Amends subsection (f) of section 10-145d of the general statutes to eliminate the reading instruction examination requirement for special education teachers.

Removes the requirement that certified employees applying for a comprehensive special education endorsement must achieve a satisfactory score on the reading instruction examination approved by the State Board of Education on April 1, 2009, or an equivalent examination.

Removes the same reading examination requirement for applicants seeking an initial, provisional, or professional educator certificate combined with a comprehensive special education endorsement.

Intended to address special education teacher shortages in urban school districts by reducing certification barriers.
