Public agencies must provide copies of public records within the discretion of the agency, including plain, facsimile, electronic, or certified copies upon written request.

State agencies may charge no more than 25 cents per page for copies, while all other public agencies may charge no more than 50 cents per page.

Individuals may copy public records using hand-held scanners, defined as battery-operated electronic scanning devices that leave no mark on records and do not unreasonably interfere with agency operations.

Public agencies shall not charge fees to individuals who use hand-held scanners to copy records at the agency (changed from prior law allowing up to a $20 fee per visit).

Hand-held scanners include but are not limited to mobile telephones or cameras.

The act becomes effective October 1, 2019.
