Establishes a task force to study the feasibility of developing a public-private partnership providing apprenticeship opportunities for high school and college students in high-growth, high-demand industries in Connecticut.

Task force must identify high-growth industries, analyze education and skill requirements, review existing apprenticeship programs in Connecticut and other states, and identify obstacles to creating new partnerships.

Task force composition includes 14 categories of members: state education and labor officials, university presidents, representatives from major employers, trade organizations, community foundations, and labor organizations; appointments must be made within 30 days of the act's effective date.

Task force must submit annual reports beginning February 1, 2020, through January 1, 2023, to relevant legislative committees on its findings and recommendations regarding apprenticeship programs.

Task force terminates on the date it submits its fourth annual report or January 1, 2023, whichever is later.
