Expands workers' compensation coverage for police officers and firefighters to include injuries sustained while traveling to and from work, including departure from home to duty and return home after duty.

Extends the same travel-to-work coverage for emergency management service employees and dispatchers employed by the state or a municipality, provided they are responding to a direct order and an emergency as determined by their employer.

Allows Department of Correction employees to claim coverage for travel injuries when responding to a direct order under circumstances where nonessential employees are excused, or following two or more mandatory overtime shifts on consecutive days.

Provides retroactive death benefits to dependents of Department of Correction employees injured on or after July 1, 2000 and deceased by July 15, 2000, funded by the Second Injury Fund.

Directs the Workers' Compensation Commission to adopt regulations defining terms such as "preliminary act," "departure from place of abode directly to duty," and "return directly to place of abode after duty" by January 1, 2006; takes effect October 1, 2019.
