Municipalities may establish one or more cultural districts by vote of their legislative body to promote education, culture, economic development, and tourism through arts and culture marketing.

District establishment must conform to standards and criteria formulated by the Department of Economic and Community Development.

Each municipality establishing a cultural district must create a cultural district commission, with the legislative body determining commission size, member terms, appointment procedures, and vacancy filling processes in consultation with the Commissioner of Economic and Community Development.

The commission may consult and collaborate with the Commissioner and regional service organizations for marketing and advocacy assistance, and may apply for or accept grants, contributions, gifts, bequests, and other donations.

Municipal legislative bodies may appropriate funds for implementing the cultural district provisions.
