Requires the State Building Inspector and Codes and Standards Committee to revise the State Building Code to comply with the Americans with Disabilities Act of 1990 and Fair Housing Amendments Act of 1988 for buildings constructed or renovated after October 1, 1975.

Mandates that any state-owned building constructed or renovated after the effective date of the revision must include accessibility equipment for persons with disabilities, including wheelchair ramps, power-assist doors, accessible restrooms, and elevators.

Permits variations or exemptions from accessibility standards only with State Building Inspector approval, which must be granted within 30 days and may be appealed to the Codes and Standards Committee within 30 days.

Prohibits the Department of Administrative Services from entering lease agreements for any state agency or entity unless the building includes accessibility equipment for persons with disabilities, including wheelchair ramps, power-assist doors, accessible restrooms, and elevators.

Exempts residential homes from requiring variations or exemptions to construct "visitable features" such as 32-inch doorways, accessible egress, or first-floor accessible bathrooms compliant with the Americans with Disabilities Act.
