Prohibits restaurants from listing or displaying beverages on children's menus other than water, sparkling water, flavored water with no added sweeteners, unflavored milk, or nondairy milk alternatives, effective January 1, 2020.

Allows restaurants to still sell beverages not on children's menus if requested by customers.

Defines "restaurant" as any food service establishment licensed by a local health department, excluding grocery stores.

Requires authorized health inspectors to evaluate restaurant compliance with the beverage restrictions during regularly scheduled food service establishment inspections.

Directs the Commissioner of Public Health to adopt regulations by January 1, 2020 incorporating inspection and enforcement procedures for the new requirements into standard food establishment inspections.
