Amends Connecticut General Statutes Title 31 to establish statutory standards for reasonable noncompete agreements between employers and employees.

Requires noncompete agreements to be written, signed by both employer and employee, and include a statement that the employee has the right to consult with counsel prior to signing.

Mandates employers provide noncompete agreements to employees either before making a formal job offer or ten days prior to the start of employment, whichever comes first.

Requires employers who impose noncompete agreements during employment to provide notice at least ten business days before the agreement becomes effective.

Specifies that noncompete agreements signed during employment must be supported by consideration other than continued employment.
