Allows employees to express breast milk or breastfeed on site during meal or break periods at their discretion.

Requires employers to make reasonable efforts to provide a private room or location near the work area (other than a toilet stall) that is free from intrusion and shielded from public view.

Mandates the provided space include or be situated near a refrigerator or cold storage device for breast milk and have access to an electrical outlet.

Prohibits employers from discriminating against, disciplining, or taking adverse employment action against employees for exercising breastfeeding rights.

Becomes effective October 1, 2019, and applies to all employers with one or more employees, including state and political subdivisions.
