Amends the state property distribution program to allow the Commissioner of Administrative Services to sell surplus motor vehicles from the state motor pool to qualified veterans' charitable organizations for not less than two thousand dollars.

Permits the Commissioner to donate unsold state motor pool vehicles to qualified veterans' charitable organizations specifically for donating to eligible veterans.

Requires qualified veterans' charitable organizations to identify and serve veterans who performed service in time of war, have a service-connected disability rated by the United States Department of Veterans Affairs, and demonstrate financial need.

Mandates that qualified veterans' charitable organizations pay all administrative costs and Department of Motor Vehicles fees related to vehicle transfers to veterans.

Effective date: October 1, 2019.
