• Establishes tuition waivers for dependent children of veterans at regional community-technical colleges, Connecticut State University System, University of Connecticut, and Charter Oak State College, calculated by subtracting semesters used by the veteran from eight total semesters.

• Extends tuition waiver eligibility to parents and surviving spouses of service members killed in action while performing active military duty with the U.S. armed forces.

• Allows waiver recipients who also receive employer educational reimbursement to have their waiver reduced by the reimbursement amount.

• Requires "domiciled in this state" to include residency of less than one year for purposes of eligibility determination.

• Effective July 1, 2019, applies to all public higher education institutions in Connecticut.
