HB 7067 Summary

• Establishes "expanded area of operation" for housing authorities to include high or very high opportunity census tracts within 30 miles of the municipality where the authority is located, designated by the Department of Housing.

• Allows housing authorities to adopt an expanded area of operation in addition to their municipal area of operation, enabling them to develop housing projects in opportunity zones outside their home municipality.

• Prohibits housing authorities from establishing or maintaining a police force in expanded areas of operation, restricting police authority to the municipal area only.

• Restricts the power of eminent domain for housing authorities so it does not extend to expanded areas of operation.

• Effective October 1, 2019, with amendments to Connecticut General Statutes sections 8-39, 8-40, 8-44b, 8-50, 8-389, 12-631, 8-113a, 8-116c, 8-116d, 8-119h, and 8-119l.
