Increases the fee schedule for meals on wheels under Connecticut's home-care program for the elderly by 10% effective July 1, 2019.

Applies the same 10% increase to meals on wheels fees established under section 17b-343 effective July 1, 2019.

Repeals outdated rate-setting provisions from 1991-1993 related to home health care agencies and homemaker services.

Maintains existing authority for the Commissioner of Social Services to establish annual maximum allowable rates for homemaker services, chore person services, companion services, respite care, adult day care, case management, transportation, mental health counseling, and elderly foster care.

All changes take effect July 1, 2019, and amend Connecticut General Statutes sections 17b-242(a) and 17b-343.
