Replaces federal asset limits with flat dollar amounts: single individuals limited to $40,000 in assets and married couples limited to $65,000, effective July 1, 2019.

Reduces client cost-sharing contribution from 9 percent to 7 percent of care costs for most eligible seniors.

Exempts residents of affordable housing under the assisted living demonstration project from cost-sharing requirements if income is at or below 200 percent of the federal poverty level.

Maintains existing eligibility requirements: seniors age 65 and older, at risk of or inappropriately institutionalized, with income at or below specified limits.

Preserves service cost caps at 50 percent of weighted average nursing home care costs in the state, with limited exceptions for extreme hardship cases.
