Increases the threshold for mandatory cash refunds on gift card balances from three dollars to five dollars under Connecticut General Statutes section 42-461(c).

Requires merchants accepting gift cards as payment to provide a cash refund equal to the remaining balance if requested by the purchaser, when the balance falls below five dollars after a purchase.

Applies to purchases of goods or services made with gift cards in Connecticut.

Takes effect on October 1, 2019.
