HB 7087 Summary

• State Contracting Standards Board shall conduct triennial audits of state contracting agencies to ensure compliance with procurement statutes and regulations, effective October 1, 2019.

• Compliance reports must be issued to audited agencies within 30 days of audit completion and be made public records; agencies may submit written responses within 60 days, also as public records.

• Board shall consist of 14 members appointed as follows: 8 by the Governor (at least one certified in procurement), 2 by House speaker, 2 by Senate president pro tempore, 1 by Senate majority leader, and 1 by House majority leader (certified in procurement); different allocation applies when Governor's party controls both chambers.

• Quorum requirement changed from eight members (including at least one legislative appointee) to a majority of appointed members but not less than five members, effective July 1, 2019.
