The Board of Regents for Higher Education shall establish a program to provide supplemental funding grants to public institutions of higher education for supporting or expanding qualifying advanced manufacturing certificate programs.

Qualifying advanced manufacturing certificate programs must be for-credit or noncredit sub-baccalaureate programs where at least 75 percent of graduates are employed in a field requiring the certificate within one year of graduation.

Public institutions may apply for grants by documenting prior-year graduate employment rates and explaining how funds will support or expand their programs.

Beginning July 1, 2020, the Board of Regents shall annually request that the Department of Revenue Services segregate 50 percent of the average income tax liability of the preceding two student cohorts employed in fields requiring the certificate.

An advanced manufacturing certificate programs account is established as a nonlapsing account within the General Fund to receive segregated income tax revenue and private donations for distribution as supplemental grants to qualifying institutions.
