Defines "methadone maintenance" as a weekly chemical maintenance program treating drug addiction with methadone, including on and off-site administration, drug testing, and counseling.

Defines "chemical maintenance provider" as a provider certified and licensed by the federal Substance Abuse and Mental Health Services Administration and the state Department of Public Health meeting all federal and state requirements.

Requires the Commissioner of Social Services to amend the Medicaid state plan to supplement provider-specific weekly methadone maintenance reimbursement rates with a uniform minimum reimbursement rate applied equally to all chemical maintenance providers.

Becomes effective July 1, 2019.
