Establishes a task force to study how to increase employment opportunities for persons with disabilities, including expansion of existing employment assistance programs and creation of financial incentives for businesses to hire persons with disabilities.

Task force composition includes 12 members: two appointed by House speaker (one with intellectual disabilities, one with physical disabilities); two by Senate president pro tempore (one with intellectual disabilities, one employer); one each by House and Senate majority leaders; one each by House and Senate minority leaders; and six state commissioners or designees (Developmental Services, Mental Health and Addiction Services, Labor, Revenue Services, Social Services, and Rehabilitation Services).

All appointments must be made within 30 days of the bill's effective date, with the House speaker and Senate president pro tempore selecting chairpersons who must schedule the first task force meeting within 60 days.

Administrative staff support comes from the joint standing committee having cognizance of the Department of Developmental Services.

Task force must submit findings and recommendations to relevant General Assembly committees by February 1, 2020, and terminates upon report submission or February 1, 2020, whichever is later.
