Directs the Commissioner of Transportation to provide wireless Internet accessibility to commuters on the New Haven Line.

Requires expansion of the Danbury branch of the New Haven Line to include the town of New Milford and expansion of the Waterbury branch to include the towns of Seymour, Shelton, and Derby.

Mandates development of new commuter rail stations in Newington and on New Park Avenue in West Hartford, and infrastructure improvements at existing stations in New Canaan and Stratford.

Requires adding a roof or canopy covering at Talmadge Hill station in New Canaan and a passing siding at the New Canaan commuter rail station.

Prohibits persons from crossing railroad tracks at designated grade crossings when warned by automatic signals, crossing gates, flagmen, or law enforcement officers of approaching trains or equipment, with violation classified as an infraction effective October 1, 2019.
