Repeals and replaces Section 7-127b requiring each municipality to appoint a municipal agent for elderly persons, who must be a senior center staff member, agency employee serving elderly persons, or responsible community resident with aging experience.

Municipal agent duties include disseminating information about community resources and benefits to elderly persons, assisting with federal benefit applications, and reporting needs and recommendations to municipal leadership and the Department of Rehabilitation Services.

Municipal agents serve two or four-year terms at the appointing authority's discretion and may be reappointed; municipalities may appoint additional assistant agents as needed.

Authorizes municipalities and private organizations serving older persons to establish multipurpose senior centers as defined in Title I of the Older Americans Act of 1965, facilitating evaluation and implementation of programs related to health, social services, nutrition, education, and recreation.

Senior centers may provide services including nutrition, health and wellness programs, employment assistance, intergenerational initiatives, public benefits counseling, transportation, peer counseling, arts programs, and case management services.
