Prohibits individuals from knowingly representing a dog as a service animal or service animal in training to obtain rights or privileges for people with disabilities, unless the dog actually is or is being trained as a service animal, effective October 1, 2019.

Defines "service animal" and "individual with a disability" according to federal regulations in 28 CFR 35.104.

Establishes a maximum fine of $150 for violations of the misrepresentation prohibition.

Adds the new service animal misrepresentation violation to the list of infractions in Connecticut General Statutes Section 51-164n(b) that follow specific procedural requirements for violations with penalties between $90 and $250.
