Increases per-pupil funding for interdistrict magnet schools effective July 1, 2019, with non-resident students receiving $7,227 (up from $7,085) and resident students receiving $3,060 (up from $3,000) for fiscal year 2020 and thereafter.

Establishes differentiated funding rates for magnet schools operated by regional educational service centers based on student enrollment composition (less than 55% vs. at least 55% from a single town).

Sets specific funding amounts for magnet schools operated by community colleges, state universities, UConn, independent institutions, and other entities, with rates ranging from $8,058 to $13,315 per pupil for fiscal year 2020 onward.

Allows the commissioner to provide supplemental grants for educational program enhancement and academic/summer school support programs within available appropriations after conducting comprehensive budget reviews.

Permits start-up grants up to $75,000 for development of new interdistrict magnet school programs that assist the state in meeting school desegregation obligations.
