Increases University of Connecticut Board of Trustees from twenty-one to twenty-three persons, with student trustee positions expanding from two to four seats effective October 1, 2019.

Allows alumni trustee elections to be conducted using signed paper or electronic ballots rather than restricting to mail-only ballots.

Establishes phased implementation requiring two additional student trustees elected by July 1, 2020, with one undergraduate term (one year) and one undergraduate term (two years), then two trustees elected annually thereafter.

Designates one undergraduate student trustee to represent undergraduates and one graduate/professional student trustee to represent law, medicine, dentistry, social work, and graduate students, with successors continuing these distinctions.

Requires Board of Trustees to appoint by July 1, 2020, at least one undergraduate student member to financial affairs committee and at least two student members (one elected undergraduate trustee and one student selected by undergraduate government) to student life committee.
