Defines "mobile dental clinic" as preventative or restorative dental services offered by a licensed dentist or dental hygienist from a van or portable equipment at various locations.

Requires mobile dental clinics to be associated with a fixed dental office location that is Medicaid-enrolled, maintains patient records, and provides continuity of care.

Allows mobile dental clinics to submit Medicaid reimbursement claims for dental treatment occurring within 30 miles of the associated dentist's fixed location.

Extends the service radius to 50 miles for mobile dental clinics located in New London, Litchfield, and Windham counties.

Directs the Commissioner of Social Services to adopt regulations implementing the provisions, with authority to adopt interim policies and procedures published on the eRegulations System.
