Repeals and replaces Section 22a-6dd of the general statutes to prohibit the Commissioner of Energy and Environmental Protection from modifying or revoking a consent order without the consent of the party to the order.

Requires both the commissioner and the party to agree before modifying remediation requirements and standards for consent orders involving land remediation.

Allows the commissioner or any party to a consent order to seek declaratory and injunctive relief from Superior Court to resolve disputes concerning the terms, conditions, and compliance with the consent order.

Provides that declaratory and injunctive relief is in addition to any other administrative or civil remedies allowed by law.

Applies to all consent orders entered into on or after the effective date of this section, which takes effect upon passage.
