Expands the definition of "veteran" to include persons who have completed at least twenty years of qualifying service in the National Guard or reserve components of the armed forces, making them eligible for veteran number plates and veteran designation on operator's licenses or identity cards.

Permits veterans, armed forces members, and their surviving spouses to request special certificate of registration and number plates from the Commissioner of Motor Vehicles for vehicles owned or leased for at least one year, with plates expiring and renewing according to existing law.

Allows the Commissioner to charge a fee for veteran number plates that covers the entire cost of manufacturing, in addition to standard registration fees.

Adds five exceptions to number plate obstruction prohibitions: trailer hitches, toll payment transponders, wheelchair lifts or carriers, trailers being towed, and bicycle or motorcycle racks, all when attached in customary manner.

Takes effect October 1, 2019, and amends Connecticut General Statutes sections 14-20b(a), 14-36h(f), and 14-18(c).
