Public Act No. 19-162 - Electric Foot Scooter Regulation

• Defines "electric foot scooter" as a device weighing not more than 75 pounds with two or three wheels, handlebars, floorboard, powered by electric motor and human power, with maximum speed not exceeding 20 mph

• Exempts electric foot scooters from vehicle registration and periodic emissions inspection requirements, treating them similarly to electric bicycles

• Extends traffic safety rules to electric foot scooter operators and riders, including right-of-way requirements, passing distances of at least 3 feet, protective headgear for children 15 and under, and required lighting and reflectors

• Allows electric foot scooters to be parked on sidewalks if not impeding pedestrian movement, subject to local ordinance restrictions

• Gives towns, cities, and boroughs authority to regulate electric foot scooters through ordinances consistent with state law, including licensing and registration provisions
