• Exempts small hot water heaters (≤120 gallons capacity, ≤200,000 BTU/hour heat input) and very small heaters (≤10 gallons, ≤20,000 BTU/hour in any occupancy) from boiler regulations, but prohibits installation in schools, hospitals, nursing homes, churches, and public buildings.

• Eliminates requirement that state agencies and Connecticut Airport Authority certify compliance with State Building Code and Fire Safety Code; instead State Building Inspector reviews and issues permits within 30 days.

• Authorizes State Building Inspector's designee to grant variations and exemptions from building code requirements and removes "first class mail" requirement for forwarding applications.

• Requires building plans to comply with State Fire Prevention Code in addition to State Building Code and Fire Safety Code.

• Removes legislative authority to revise implementation dates for state agency and airport authority building permits, and repeals sections 29-258 and 29-307 related to local fire marshal authority.
