Authorizes police officers, fire marshals, and the Insurance Commissioner to request written disclosure of insurance investigation information regarding fires or explosions of undetermined or incendiary origin, including policies, premium records, claims history, and other relevant materials.

Requires insurance companies to furnish all relevant investigation materials to authorized agencies if they suspect a fire or explosion loss was caused by undetermined or incendiary means, and to cooperate with agency requests and permit court-ordered record inspections.

Provides liability protection for insurance companies, agencies, and their representatives from civil or criminal liability for statements or actions taken to supply requested information, unless fraud, actual malice, or criminal conduct is involved.

Requires authorized agencies to hold shared information confidential until release is required in a criminal or civil proceeding, except when sharing with other authorized agencies in furtherance of their purposes.

Effective October 1, 2019, and applies to fire losses occurring on or after October 1, 1979.
