• Extends transportation grants for districts assisting with school desegregation (Sheff v. • Makes permanent several education funding provisions that were previously set to expire in 2019, including grants for bilingual education ($1,916,130 base amount), special education services, and other educational support programs, with proportional reductions if appropriations are exceeded.

• Extends the Technical Education and Career System superintendent appointment authority from the Commissioner of Education to an executive director as of July 1, 2023, with three-year terms renewable for up to three additional years.

• Requires the Technical Education and Career System to maintain inventory lists of equipment and supplies for budget planning and resource sharing among schools, with transition deadlines extending from 2020 to 2022.

• Establishes that the State Board of Education shall hire a consultant through June 30, 2022 to develop a transition plan for the Technical Education and Career System and identify service efficiencies and cost savings opportunities.
