Substitute Bill No. 7151 Summary

• Repeals and replaces Section 16a-48 of Connecticut general statutes effective July 1, 2019, establishing comprehensive energy efficiency standards for numerous product categories sold or installed in the state.

• Expands the list of regulated products to include air compressors, commercial dishwashers, commercial fryers, computers, faucets, general service lamps, portable air conditioners, showerheads, water coolers, and urinals, among others, with staggered implementation dates from 2020-2023.

• Establishes minimum energy and water efficiency standards referencing federal standards, California regulations, and Energy Star specifications, with manufacturers required to certify compliance and face civil penalties up to $250 per violation.

• Grants the Commissioner of Energy and Environmental Protection authority to adopt regulations, test products, inspect distributors and retailers, and charge manufacturers for non-compliant products tested.

• Includes provisions protecting federal standards by maintaining Connecticut efficiency levels if federal standards are withdrawn, and exempts products manufactured in Connecticut for out-of-state sale, wholesale imports, and recreational vehicle installations.
