• Establishes a Council on 5G Technology composed of representatives from the Governor's office, state agencies (Administrative Services, Transportation, Energy and Environmental Protection), and university officials to review and approve wireless facility requests on state property.

• Allows wireless carriers and communication infrastructure providers to request placement of personal wireless service facilities and small wireless facilities on state real properties, with council approval required within 90 days using a standardized common form.

• Requires the Department of Energy and Environmental Protection to develop policies for small wireless facilities on its property with 90-day review periods, and requires the Department of Transportation to make highways and public rights-of-way available for small wireless facilities consistent with federal and state utility placement standards.

• Mandates development of standardized Telecommunications License Agreements, common request forms, and fee structures by November 1, 2019, to streamline the placement process across state agencies.

• Directs the Office of Policy and Management to work with municipalities and the wireless industry by January 30, 2020, to encourage streamlined siting processes for small wireless facilities on municipal property in compliance with Federal Communications Commission regulations.
