Establishes an Online Insurance Verification System operated by the Department of Motor Vehicles to verify in real time that vehicle owners and operators maintain required liability insurance coverage and reduce uninsured vehicles on state highways.

Requires all insurers to submit to the department in real time a record of each motor vehicle insurance policy in effect for vehicles registered or garaged in Connecticut, replacing the previous monthly submission requirement.

Mandates the Commissioner of Motor Vehicles require insurers to notify the department in real time of all additions, cancellations, and issuances of private passenger motor vehicle liability insurance policies, including the named insured, policy number, vehicle identification number, and effective date.

Allows state and local law enforcement agencies and authorized government agencies to verify motor vehicle insurance coverage in real time using the Online Insurance Verification System.
