Changes package store permit issuance from one permit per 2,500 residents to one per 5,000 residents, effective July 1, 2019

Authorizes beer manufacturers, cider producers, farm wineries, brew pubs, and related permit holders to conduct special event catering on premises, subject to a $500 annual fee and local municipality restrictions

Increases the limit on alcoholic beverage retail permits a person may hold from five to six permits, effective July 1, 2019

Increases manufacturer permit thresholds from 25,000 to 100,000 gallons annually and increases beer sales limits from nine liters to six gallons per person per day for off-premises purchases

Allows package store permit holders to ship alcoholic liquor to out-of-state consumers and adds new out-of-state retailer wine shipper permits for direct consumer sales
