Establishes a phased increase in Connecticut's minimum wage, reaching $15.00 per hour effective January 1, 2023, with intermediate rates of $11.25 (2020), $12.50 (2021), and $13.75 (2022).

Beginning January 1, 2024, the minimum wage adjusts annually based on the employment cost index for wages and salaries calculated by the U.S. Department of Labor, rounded to the nearest whole cent.

Ensures the state minimum wage remains at least one-half of one percent above the federal minimum wage, whichever is greater.

Changes the learner/beginner wage rate from 85% of minimum wage for the first 200 hours to $8.60 per hour or 75% of minimum wage for the first 90 calendar days of employment.

Prohibits employers from displacing current employees or reducing their hours or benefits to hire learners, beginners, or employees under age 18 at reduced rates; violators face suspension of the right to pay reduced rates.
