Public Act No. 19-193 Summary

• Changes audit review frequency so the secretary reviews audited agencies biennially and may review municipalities and regional school districts biennially, with requirement to review auditor comments in off years.

• Expands automatic referral of municipalities to the Municipal Finance Advisory Commission based on seven financial criteria including negative fund balance, fund balance below 5% for three years, declining fund balance trend, tax/bond anticipation note issuance, operating deficits of 1.5% or more, or bond ratings below A.

• Restructures the Connecticut Advisory Commission on Intergovernmental Relations effective July 1, 2019, adding a representative of organized labor and adjusting municipal official categories by population thresholds.

• Requires the intergovernmental relations commission to submit state mandate reports to the General Assembly by the second Wednesday after convening in 2020 and every four years thereafter, describing potential impacts on local governments.

• Authorizes two or more municipalities to jointly perform municipal functions through interlocal agreements and allows regional councils of governments to purchase real property and borrow funds for administrative office space and program functions.
