• Establishes a safe drinking water primacy assessment fee structure for water companies, ranging from $125-$150 for smaller systems to up to $5 per service connection for larger community water systems, effective fiscal year 2019.

• Requires annual reporting to the Governor and legislature on resources and staffing dedicated to maintaining primacy under the federal Safe Drinking Water Act, with state agencies exempt from assessment fees.
